The part not advertising as a "safe" alternative to smoking and purchaser must produce a goverment issued ID????? Hows that going to work over the internet? Still could be a positive step? Since analogs are cheaper for underagers and easier to hide from parents I would have to say the numbers will be much higher for the under aged set.
