It comes in a blue box 4x6x3 with large white letters. I have been using it for awhile and it is certainly the same material, the box says Made in China on the bottom - duh. The box comes with 3 pads that are somewhat shaped like a kitchen sponge. Got mine at the local big box pet store for $4.99+ tax. I just use scissors to cut it into little squares then cut it again to make it thinner and fold or roll it and stick it in the cart. It there is any overhang i just trim that with scissors, then fill it up then into the mouthpiece. I did try the batting from the fabric store but you can't get consistently the same quantity of stuffing so every cart behaves differently.
