DIY e-liquid starter kits?

Is there anywhere that sells starter kits for DIY e-liquid? I have never done it before and instead of buying everything needed individually I was wondering if I could save some cash and buy a kit.

If not could someone break down exactly what I would need (aside from vegetable glycerin, propylene glycol, liquid nicotine, flavor oils). What tools would I need and where would I be able to get them at a decent price?

Thanks! There's actually a DIY Starter Kit section on Wizard Labs now but it's "Coming soon." I'm not very patient though so I may just end up buying everything individually.
